Not only in Philly. I lost a whole plate once, they simply unscrewed it. The worst part was having to report it to a very bored cop. I took the report to the DMV and walked out with new plates, no fee. Cool.

Here in New York, we have stickers that go on the inside window (plus an inspection sticker). Trouble is, lots of those from the last batch don't stick. Mine is among them.
